Board structure

Trust Sponsors

The JCBT is jointly sponsored by the following two organizations:

  • Health Services and Support – Community Subsector Association of Bargaining Agents (CBA)
  • Health Employers Association of BC (HEABC)

Board Structure and Responsibilities

The JCBT is managed by a Board of appointed Trustees, with an equal number of Trustees appointed by each of the HEABC and CBA.

Operations

The Board of Trustees oversees the operation of the JCBT. This includes being responsible for:

  • Overseeing the Trust’s financial operations.
  • Managing the Trust’s assets.
  • Selecting and overseeing third-party providers.
  • Communicating to the Trust sponsors, plan members and employers.
  • Conducting all other aspects of Trust management and governance.

The Board meets at least four times a year.

Committees

The Board has established several committees that also meet regularly and provide updates and recommendations to the full Board for discussion and formal adoption.

JCBT BENEFITS REVIEW COMMITTEE

The Benefits Review Committee helps the Board ensure the benefit plan continues to meet members’ needs, remains financially sustainable, and is clearly communicated.

The Committee’s responsibilities include:

  • Monitoring plan design to confirm it provides good value and aligns with the Trust’s goals.
  • Considering input and perspectives from members and stakeholders on plan design and emerging needs.
  • Bringing forward recommendations to the Board on plan design options and strategies.
  • Supporting clear and accessible communications so members understand their benefits and any plan changes.

The Committee acts in an advisory capacity to the Board on plan design matters. It has decision-making authority as established by the Board of Trustees.

 

Audit Committee

The Audit Committee assists the Board in meeting the following responsibilities the Board has in respect of the financial administration of the Trust including: ensuring there is proper financial reporting and accountability to the Board, the preparation of annual financial statements, ensuring an annual audit is performed on the financial statement and approving the audited financial statements.
